queue does not respect follow me if phone is offline

scenario

agent has a real phone, agent is dynamic, agent has follow me setup to also call his cell phone.
as long as the phone is registered everything works fine.
if the phone becomes unregistered, inbound calls are put into the queue, but the system does not attempt to call the extension follow me.

the queue detection state in extension settings seems to have no affect. we have tested this with the queue detection state set to use state and ignore state.

i believe this bug has been around for a long time as i recall running into it some years ago.
