Can't download modules after framework 12.0.51 install

      Description

      After install framework 12.0.51 I'm unable to install any modules and get the error "Retrieved Module XML Was Empty".

      It doesn't seem like a network or FreePBX server issue, I can wget the modules. And I've tried a couple a related things I found previous posts for - switching to/from wget and what I think was bypassing the module cache.

      This is on CentOS 6.6 32bit

      Doesn't look like the server is running low on ram or disk space.
