Allow the selection of Text-to-Speeck in IVR construction menu or as Announcements

It would be nice with the addition of Text-to-Speech, to allow users to select a TTS annoucement to play over an IVR or make TTS available under the 'Announcements' drop down so they are selectable in the IVR construction menus.

At the moment to use a TTS Recording in an IVR context you have to generate it download it from the PBX and then reupload it as a systems recording.
