Extension Routes Module automatically enables new outbound routes for extensions

The extension routes module automatically enables new outbound routes for extensions.

On a system where I restrict 200 extensions from dialing out via certain routes, you will agree that it is a very cumbersome process to manually disable a new route for each of these extensions.

New routes should not be activated for an extension until the admin specifically says so.
