It appears that calls that arrive to FreePBX from an extension use Outbound Routes, while calls that arrive to FreePBX from a Trunk use Inbound Routes - At least that is the case with our systems. With Outbound Routes you can specify multiple terminating trunks/destinations but it appears that you can not do the same with Inbound routes.
This is problematic when using FreePBX somewhat like a tandem, where you have multiple customers connected to your FreePBX via SIP trunks, and several terminating routes to different carriers. All are trunks and so the "routing" is done in the Inbound Routes section where it doesn't appear possible to have failover/hunting to another route/carrier.
I haven't found a way to work around this yet. Assuming there is no current fix or workaround, I would offer this as an idea for a feature enhancement.
