module_admin can't download on fresh install

      Description

      On a fresh install, tried downloading some modules and got an error message:

      
[root@localhost freepbx]# /var/lib/asterisk/bin/module_admin download asterisk-cli
The following error(s) occured:
 - Error opening /var/www/html/admin/modules/_cache/asterisk-cli-2.11.0.0.tgz for writing

      The _cache directory was not created by the installer. The download code should check for its existence and create it if needed.
