Time Conditions Current: Unknown State

I recently had a v13 freepbx crash, so I reloaded version 16 and restored from backup. I can not get the time conditions to work properly. No matter what I do, when I reset the override, FreePBX reports an "Unknown State" for the TC. I have tried creating new TCs and Time Groups, but even the new ones revert to an Unknown State.

I tried to remove and reinstall the module, but when I try that, I get an error that restapps depends on it. When I try to disable Phone Apps (restapps), I get an error that sangomartapi is dependent on it.

Please advise.
