Not restoring RG's Fixed caller ID settings

This was reported as part of AR's sync process but I'd think this is an issue with the backup&restore module or RG.

When doing a sync of a RG with 'Change External CID Configuration' set to any value, the restored ring group has the value set to 'Default', always.

What's happening:

• Have a ring group with 'Change External CID Configuration' = 'Fixed CID Value' (as a test, it could be any other value).
• Fixed CID value = 5556668788
• After a sync, the backup server has the ring group with most of the settings but 'Change External CID Configuration' = 'Default'
• Fixed CID Value is grayed out.

What's expected:

• After a sync, the ring group should have the same 'Change External CID Configuration' settings and FIxed CID Values if applicable.
