Email Settings in User Manager won't permit markup

      Description

      In Admin -> User Manager -> Settings -> Email Settings

      In theory, we're supposed to be able to send out HTML-formatted email.  However, there's a bit of a Catch-22 there.  Whenever markup is submitted through the Email Body, the markup is removed.  This wouldn't be a problem if we could modify the template TPL file and include markup that way, but FreePBX starts throwing warnings about the signed module being modified.  I understand why tags would be stripped during form submission, but without some way of being able to include markup, we're just left with the ability to send HTML email, but not actually include HTML in the email.
