Return of vague "valid until" in UCP password reset emails

      Description

      At some point along the way, the changes made in v13 and v14 to clarify the 24 hour expiration of UCP password reset links were lost in v16 and we're back to stating just the time of day. Since this is the exact time of the link generation but lacking the date to show the 24 hours, this has been confusing users into thinking the link already expired in error.

      Confirmed present in UCP v16.0.16
