User Manager permissions dont work

      Description

      The user management version is the 15.0.69, i notice today when i granted rights to an extension, that the system allow him to create new extensions even if the option of Add Extensions is unchecked, in the past i reported the same issue and was solved in the nexxt version of the user manager module, but is not working again, thanks guys
