phone apps module ver 15.0.20 broken for D series phones

users reporting that they cannot use phone apps voicemail, call log, parking etc.

modules show Phone apps on version 15.0.20 (current as of this report)
freepbx framework on 15.0.17.64. (current as of this report)

No updates required...

Steps to fix: 

Downgrade Phone Apps to 15.0.19.84 and apply.  Phone apps still do not work.

Check for updates in module updates UI.

FreePBX Framework now show the current version 15.0.17.64 but that it is disabled pending update to 15.0.17.64 (same version).  Phone Apps show update to 15.0.20 needed.

update Phone apps to latest 15.0.20 and apply. (phone apps still don't work)

update FreePBX Framework to 15.0.17.64 (same as installed version) and apply.

All phone apps work again.

have seen this on multiple different systems with different asterisk versions (all 16 or 17).  All FreePBX distro 15
