I have installed the Latin American Spanish prompts in Sound Languages (es_419). I can confirm the recordings are installed and present on the system with the correct permissions:

In the GUI, when I browse to System Recordings and create a new system recordings from stock recordings, taking "1-for-am-2-for-pm" as an example, I can see the recording and play it in the GUI for English:
But the same recording shows as not present for LatAm Spanish:
This is true of ALL es_419 prompts, none show up in System Recordings.
