      Description

      After clicking "Check Online" on the module updates page and then checking the box "Show only upgradeable" I get a list of upgradeable modules, but also "Not installed Available Online" modules.  Then if I click the "Upgrade all", these "Not installed" modules get marked for install.

      This is not an ideal behavior, as for the most part, these modules are intentionally not installed.  I know I can install them and then just disable them, but in this configuration, they actually don't get upgraded along with the others, which results in a bunch of outdated modules on the system.

      Ideally, "Show only upgradeable" and "Upgrade all" would only take action on installed modules.

      Noting that case 6447 looks like it had addressed an issue like this in the past, so maybe the current behavior is a regression.
