Cannot add firewall networks from command line

When I add networks to the firewall other zone using the command

fwconsole firewall add other host.domain.com

They appear in the Firewall -> Networks tab, but they don't actually get added.  When I look at the kvstore_FreePBX_modules_Firewall table, they do not get added to the hostmaps row, nor do they get added to iptables.

Not sure if this affects all zones or only the "other" zone.  Also not sure if this affects adding IPs or only adding hostnames (because of dynamic DNS/IPs) but I need to mass add hostnames to the other zone and after discovering this problem, had to do it all manually.
