Outbound CID name is stripped following core upgrade to any version after 15.0.12.46

After we updated all our PBX to core 15.0.12.51, all the outbound Caller ID Names are stripped.

15.0.12.46 = "NAME" <XXXXXXXXXX>
Upgrade to recent version : <XXXXXXXXXX>

After upgrading to 15.0.12.52, it still does not work. See this link, we upgraded from 15.0.12.46 to 15.0.12.51:

We tried core versions 15.0.12.48, 15.0.12.50, 15.0.12.51, 15.0.12.52 and 15.0.12.58 and they all have this issue.
