UCP Fax when faxing an extension it routes to Fax Recipient Instead of Extension

If I send a fax to an extension from with inside UCP, it tries to route to the fax recipient instead of the extension. If I delete the user's account and send the fax, I get error User does not exist! 

It started recently with the last few updates. I assume this was done because someone complained about it not going to the fax recipient, but if that is the case they should use the no answer, unreachable, busy options to route to the fax recipient or create a virtual extension.
