Stacked ring groups causes repeated call confirmation

When you have stacked ring groups, with the first ring group having confirm calls enabled, and an extension with follow me and an external number, the "press 1 to answer the call" message is played twice. 

To reproduce this create ring groups 800 and 801. Enable call confirmation on 800 and also add 801# to the list. Within 801 add an external number 1234567890# (no need to add confirm calls here). Even though the confirm call option is only enabled in one place, the message is still played twice.

Both follow me (14.0.1.26) and ringgroups (14.0.1.13) are updated fully.

I know a similar issue was fixed in this ticket: FREEPBX-17789, but it seems to be recurring again.

Also, my framework is actually version 14.0.13.33, but the "affects version/s" option wouldn't allow me to choose that.
