not allow delete the module, missing requirements.

I have several modules that are not installed, but do not let them delete them.
The problem is that the delete button does not appear and warns that they need dependencies.
The "Phone Apps" module requests the "endpoint (not installed)" module as a dependency and the "Customer Relationship Management Link" module requests the "Zulu (not installed)" module as a dependency.
