Apply Config hangs seemingly because Freepbx cannot upgrade keys

      Description

      Whenever I hit apply config on the web gui, the process hangs indefinitely on "Reloading...".

      I have found the following in freepbx.log:

      [2019-Oct-29 14:42:18] [freepbx.INFO]: Tried to refresh keys and failed with: GPG took too long to run the command: [/usr/bin/gpg --homedir /var/lib/asterisk/.gnupg --no-permission-warning --keyserver-options auto-key-retrieve=true,timeout=10 --no-tty --status-fd 3 --keyserver pool.sks-keyservers.net --refresh-keys 593E5D6A7107C285E698CB563C355822CCEBF9CB C5C26167A09555DB29DA4ECF06C57CED5C2FE148 EB312FC936875A7BC236DE6A36992456A6869B39] [] []

      [2019-Oct-29 14:42:20] [freepbx.INFO]: Tried to refresh keys and failed with: gpg: refreshing 3 keys from hkp://keyserver.ubuntu.com:80 gpg: key 3DDB2122FE6D84F7: "FreePBX Mirror 1 (Module Signing - 2016/2017) <security@freepbx.org>" not changed gpg: packet(13) too large gpg: read_block: read error: Invalid packet gpg: Total number processed: 1 gpg: unchanged: 1 [] []

      In essence the keyservers appear either to fail to respond or return a packet error depending on the cases.

      The same occurs if I try to run these commands from the CLI.

      Note that I am actually on Framework 15.0.16.22 but the issue tracker mask did not allow me to input this version.  The same error occurred in 15.0.6.15 in any event.

      Please help.
