Unable to upgrade from FreePBX 10.13.66-22 to SNG7

Following these instructions - https://wiki.freepbx.org/display/PPS/Upgrading+from+FreePBX+10.13.66+to+SNG7 installed the .rpm and ran the distro-upgrade. Pre-check comes back with all green check marks. After I type Y to download and continue, it runs through 138 checks (no errors), and then fails with this error;

 the sngupdate log shows this error;

Error! setup_upgrade did not exit cleanly. Not enabling upgrade service

I confirmed that all modules are up to date and licensed.
Specs are x86_64 with 50GB free on the HD and its a VMware VM.
I first tested upgrading a cloned VM, got this error and then attempted to upgrade the prod box, just to make sure it wasn't an issue with the clone.
