Cannot create January reoccurring events in local calendar

When adding events to a local calendar, yearly reoccurring events do not repeat when they begin in January.

While testing, I found that daily, weekly, and monthly reoccurring events do repeat even if they are started in January.

However, if a monthly reoccurring event begins on January 1, it does not repeat.

In addition to failing to repeat or create additional entries on future dates, I notice that the original entries in January switch to "Repeat by / Day of the Month" even if you select "Repeat by / Date of the Month."
