iCal calendar repeat not honoring repeat frequency

If I create a repeating event on monday from 5am to 9am, and repeat it from monday to friday weekly every 2 weeks, the event repeats every week instead of every 2 weeks.

For example, given an event starting on May 20 5am ending at 9am the same day, repeated weekly every 2 weeks from monday to friday, the event should repeat from May 20 to May 24, June 3 to June 7, June 17 to June 24 and so on, but instead the event is repeated every week, not every 2 weeks.

If the event is created after 9pm, for example from 9pm to 10pm, the event repeats every 2 weeks as expected, but only the first monday is shown on the calendar view, subsequent mondays are not repeated, only the events from tuesday to friday are repeated.

It seems that repetition is not working as expected and the failure is different depending on the starting hour of the event.
