Full screen whoops error when rebuilding config in epm

      When attempting to rebuild config for phone with a button defined as XML-REST Spm the rebuild fails with full screen whoops:

            Bug - A problem which impairs or prevents the functions of the product. FREEPBX-19589 SPM restapps gives "Failed to load XML file!" Even when the User has set the restapps to allow access.
