Queue callback only plays default announcement

Steps to reproduce:

1. configure a queue callback with a custom recording for the Announcement, the recording that plays periodically to waiting queue callers.
2. Configure a queue, set a name, number, destination on timeout, Callback on 15 second frequency, and accept all other defaults.

The expectation is that the custom recording set for the callback announcement will play to waiting callers after they've been in the queue for 15 seconds and every 15 seconds after that, but instead:

• Immediately at second 0 of joining queue, the recording 'queue-periodic-announce' is played, not the custom recording
• after 15 seconds, the recording 'queue-periodic-announce' is played again instead of the custom recording

If you configure an IVR breakout instead of a Queue Callback breakout, works as expected
