Phone App permissions in userman not working

Phone Apps always work from phone despite userman permissions being disabled. Tested VM and DND, assume other apps are the same. In the case of VM, you can browse and play message audio, but "Error" is also displayed on the phone LCD hinting vaguely at permissions issue.
