Can't download oversize tarballs in CR reports

In earlier versions there was a mechanism that prevented the download from erroring when a user attempted to download an oversize tarball. Testing on the version noted above, this no longer appears to work. When I attempt a download now, it opens a new browser tab and displays "File not found" error.

Not a but_ per se_, but there is no indication of why the download failed so users won't necessary know to use an alternate method.
