module hooks for logrotate don't seem to be running

i discovered a 4g zulu_out.log file which lead me to look at FREEPBX-13793 which lead me to discover that the only freepbx logrotate conf file is for core. zulu, ucp, and restapps (on my system) should also be doing log rotation. i see the hooks file in the modules, and running one by hand does create the file, but installing things the normal way doesn't seem to be triggering the hooks. i couldn't find where those hooks get run in the code, so i couldn't debug more. i did try reinstalling zulu, and restarting things via fw restart, but still no logrotate configs.
