Allow Admin to change private contact groups to public and vice versa

At present, you can use Bulk Export to get a csv list of all contacts, each of which can be edited to change the group from a public to a private group, but it would be easier if this could be done in Contact Manager to allow and admin to:

• edit an existing private contact group to make it public
• edit and existing public group, set the owner and make it private
