Add features for private Contact Management groups

      Description

      At present, the only way for a private Contact Management group to exist is for a user to create it via UCP. It would be useful for any of the following to be possible:

      • Allow admin to edit a private contact group and make it public
      • Allow admin to edit a public contact group, make it private and set the owner

      With the above features in place, it would be possible to use Bulk Handler as it exists now to create a private contact group.
