      Description

Fail2ban is blocking IPs, when a user dials a wrong.

This occurs most often when a user dials *97 to collect voicemail.

Many users dial *97xxxx (xxxx = their voicemail password).

[2018-06-15 11:46:15] NOTICE[9527][C-0001f90b] chan_sip.c: Call from 'XXXXXXXXX' (X.X.X.X:5060) to extension '*971415' rejected because extension not found in context 'from-internal'.

Users account and IP replaced with X's.

Agreed the users should dial *97 then wait for password prompt.  Regardless, their IP should not be blocked just because they dialed a wrong number.
