Direct Transfer to VM broken after Contact Manager update 13.0.43

In Contact Manager v13.0.43 and newer, the include for app_contactmanager_sd is before the include for ext-local in extensions_additional.conf, breaking direct dialing to voice mail. Downgrading to v13.0.42.12 fixes the issue. Haven't tested with 14 but chances are the same issue has taken place with the update.

It looks like https://issues.freepbx.org/browse/FREEPBX-16360 caused this. When we update to 13.0.43, includes change order and transfers to voicemail don't work. When we roll back Contact Manager to 13.0.42.12, the includes are rearranged in the right order and it works again.
