When LetsEncrypt is assigned to port 80 via System Admin > Port Management, we need to have a service defined in Firewall to allow "local" for port 80.
When you use the wizard in Certman to whitelist the lets encrypt and mirror servers it assigns that network to "local" but without the service allowed it doesn't allow the cert check to access the token.
