CoS Feature Codes and/or Calendar Integration

I have several 'house phones' that I'd like to be able to enable certain routes for based upon toggling a feature code and/or using a calendar. I realize there isn't currently the option to disable outbound routes or CoS, so adding that would have to happen first.  

For example, between 9am-5pm, lobby phone can make outbound calls.  5pm-9am lobby phone can't use the outbound call route so it can only call internal extensions.

In my case, I'm using CoS, so I'd need the magic to happen there, but I could see where perhaps others would want it on the route side.  Perhaps during they day, their data is more heavily used so they need to use POTS, but at night its lighter so they want to use a SIP route.
