Problems trying to restrict call recording to different extensions

Scenario (external call):
If a call comes in via an inbound route (where call recording is set to "Don't Care"), then the call goes to a ring group
(where call recording is also set to "Don't Care") - the call then rings numerous extensions.
The calls do not record if the extensions are set to either "Force" record or "Never" record for both internal or external calls?

If I set the inbound route or ring group to record (Force or Yes), then the call is recorded even if the extension is set to "never" record?

NOTE: All calls come in via one inbound route & all calls go through a "reception" ring group.

Is this a bug with the system or can I easily resolve this issue?
