Can't manage vmnotify for UCP from Group permissions

I am trying to grant UCP vmnotify access to a group of users. I edit the userman group and set "Enable VM Notify" and select various notifications. Submit the group changes. I check the userman user permissions and confirm that enable is set to 'Inherit', but there is no 'Inherit' option for the individual notifications so I leave that at none selected.

Logging into UCP, vm notify is not accessible. I must go back and edit the userman user to add individual notifications.

There is no Inherit option in the user settings for managing individual VM Notify mailboxes.
