freepbx14 cos module not stopping members from calling excluded members

Recently upgraded from Freepbx 13 to 14 via the https://wiki.freepbx.org/display/PPS/Upgrading+from+FreePBX+10.13.66+to+SNG7

Method.  After upgrading almost all seemed well.  After adding 20 new extensions to a premade cos group I noticed  that I was able to dial into other Class of service groups that have members excluded. I first tried to create a new group and see if the old groups were broken but that was not the case. I then uninstalled and reinstalled the module but that did not work either. Prior to upgrading to the newer version this worked fine on 13. I only upgraded to 14 to get the newest kernel patch to protect me from meltdown Vulnerability.
