In this case, the customer ran a module upgrade and Queue Callback calls returning to the Queue is displaying the Queue number instead of callers CID.
Attached are 4 screenshots, 1 of the call waiting in callback, 2 of the call waiting in the Queue and it has 4601 as the Caller ID, 3 of the agent speaking with me and 4601 still showing as Caller ID and 4 shows all the callback calls have the same position.
I asked the user to upgrade vqplus to edge version v13.0.37 and Caller ID number is now working, but caller ID name is showing <unknown>. The original call had a caller ID name.
