Conversion tool didn't enable some VM Boxes for users

      Description

      Using the convert.freepbx.org site, I tried to migrate form our v13 to v14 instance.  However, once complete, the dashboard showed 40-some invalid destinations.  In digging into it, what stood out was various destinations that were Voicemail are what failed because VM was no longer enabled for some users, even though the existing users on the donor system had VM activated for their extension.
