Whoops error in VM App if there are no messages to display

      Description

      restapps 13.0.88.11

      Report of 'Failed to Load XML' displayed on Sangoma phone when pressing the VM app button and there are no messages to display (nothing in new or old vm folders). Reproduced the same on test system. Spoofing user agent with browser, I got the following Whoops! displayed:

      Invalid argument supplied for foreach()

      Got the same error when rolling back to 13.0.88.10, rolling back to 13.0.88.9 will fix.
