Creating a Time group with a ' or " character in the name causes issues

Create a Time Group with a ' character in the name and submit. When you edit this time condition again you will get a js error:

SyntaxError: missing ; before statement

and the submit button no longer works for this or any other time group. Different error, but there is also an issue when using the " character in the name.

Manually fixing the name in MySQL undid the damage. There may be other special characters, but I only tested for ' and ".
