Whoops error when importing broadcast csv with special characters

When importing a csv file into a broadcast group, and the file contains special characters such as the following:

"Grijalva Raúl M AZ 3d",xxxxxxxxxx,add
"Gutiérrez Luis V IL 4th",xxxxxxxxxx,add
"Hinojosa Rubén TX 15th",xxxxxxxxxx,add
"Johnson Henry C “Hank” Jr GA 4th",xxxxxxxxxx,add
"Labrador Raúl R ID 1st",xxxxxxxxxx,add

The import partially succeeds, but aborts at the problem line and throws the full screen whoops error "htmlentities(): Invalid multibyte sequence in argument" see attached screen cap for full error.
