Able to set Initial Min Penalty value greater than the Initial Max Penalty value under virtual Queue module.

FreePBX allows to set Initial Min Penalty value greater than the Initial Max Penalty value under virtual Queue module. Need to add some condition to check the values before updating.

Also both Initial Min Penalty and Initial Max Penalty field has option for setting value to "Zero". When you enable the option and set the value to "Zero" and submit, it will reset to disabled. This has to be modified as the default value is "Zero" we should give the count from "One" which can be added as an improvement.
