Broadcast update from CSV field help text says

Import a CSV File formatted as follows:
"Name",Number,command
Names should be enclosed by '"' and fields separated by ','

Command is either 'add' or 'remove', is optional, and defaults to 'add'. Example:
"John Doe",12345678,add
"John Doe",12345687,remove

but when you upload the list the names will upload with the double inverted coma. So either the help text needs to be changed or should remove the inverted comma while uploading the list. As inverted comma is not mandatory.
