Email summary from VM Notify does not indicate which users declined.

VM Notify callees that opt to decline the notification are recorded as 'no answer' in the email summary, the summary should indicate that they've declined.

If all callees decline, VM Notifiy continues to wait until the retry delay until sending the email summary. It would be nice if the summary is sent immediately upon realizing that all callees have actively declined.
