allow 'place holder' creation for system recording

i think admins and those setting up systems would appreciate a mechanism whereby a system recording could be created as a place holder for the end customer to create the actual audio

today i throw up temp files and give the feature code to re-record - would be nice to have this in a single step when setting up a system recording – one that will be recorded at some later point by the customer

i'd imagine some style checkbox or button that when toggled on for 'create as place holder' would input inhibit the following :

• file list for english
• upload recording
• record over extension
• add system recording

and automatically flag link to feature code as 'yes'

setup can then be completed with ease and the customer can be handed a list of feature codes and what recordings they are associated to record the production audio
