Agent Announcement Broken When Agent Restrictions Set to "Extensions Only"

In a queue, when we set the Agent Restrictions to "Extension Only" we see two things occur:

1. The Agent Announcement is ignored and no longer plays.
2. The Global Language customization (in our case, for the United Kingdom) is ignored and the default American English recordings are played for Report Hold Time.

We saw this behavior begin after an update in mid-to-late October.
