broadcast answering service delay too long

we are finding that the delay used by the broadcast module is too long. amazing as it is, people seem to answer the phone and not say anything and if they don't hear someone on the other end they hang up. we need the option to shorten the delay. it appears it is about 10 seconds by default. either that or we need a way to say something immediately without waiting.
