Whoops when submitting Outbound Routes

      Description

      Core version 13.0.101 works OK but 13.0.106 and 13.0.107 (and 13.0.109 on Edge) all fail.

      I don't have intermediate versions between 101 and 106 to roll back to - is it possible to get hold of intermediate versions of the core package to pin this fault down to a particular change?

      The Whoops is a "invalid argument supplied for foreach()" at line 5666 in core/finctions.inc.php. I have attached the Whoops page in its entirety.
