GUI "Upgrade All" re-installs/enables uninstalled modules

      Description

      If I DISABLE a module, I can click "upgrade all" in Module Admin, and the action for the disabled module is set to "Upgrade to x.x.x and leave disabled."

      If I UNINSTALL a module (but do not remove it), so its status is "not installed (locally available x.x.x)," clicking "upgrade all" sets the status to "update to x.x.x and ENABLE." There is no corresponding "update to x.x.x and leave uninstalled." Thus, modules I had intentionally uninstalled because I do not intend to use them right now got automagically reinstalled for me when I was simply trying to install needed updates.

      If this is the desired behavior for some reason (perhaps to facilitate uninstall and reinstall cycles for problem solving?), then perhaps the documentation for Module Admin should be updated to discourage the "uninstall" option in favor of "remove" or "disable" unless intentionally performing an uninstall and reinstall.

      Otherwise, my recommendation would be to add an action to "update local version to x.x.x and leave uninstalled" and have that be the action that "upgrade all" selects.
